Is there a ROOT manual in the conventional sense?

Yes, we also support ready to print Postscript files.
Look at

at the section "Documentation in Postscript and HTML format"
You can import 3 files:
ROOT Overview
ROOT Tutorials
ROOT classes
All these files are generated automatically from the html pages.
