Is the B options in TH1::Fit implemented or not ?

This option is not implemented in version 0.9 (sorry), but is
implemented in our development version. Setting parameters limits
is via TF1::SetParameterLimits(p_number, lower,upper)
and specifying option "B" in TH1::Fit
