You can download the DLLs and executables directly from our Web site.
You do not need to recompile the libraries.

(see subsection FTP access)
You do not need VC++ to run ROOT under Windows95 if you simply want
to execute interpreted code.
You obviously need the compiler if you want to compile your own classes.

We are currently preparing the FINAL release of 1.03/09. All machines
should be available tomorrow.
