The conclusion of the PPAC committee will be explained by the PPAC secretary, A.Sakaguchi, in the next RCNP steering committee. REPORTS General report by Director ‐A new beam transport system for high resolution measurements with the Grand Raiden spectrometer works well. A resolution of 13 keV was achieved in the proton inelastic scattering measurement at Ep=397 MeV. ‐A new beam line for the Lambda hyperon production experiment is designed. ‐A test LEPS experiment at SPring-8 was performed from the middle of May to the  middle of June, 2000.The data analysis for this test experiment started. ‐Experiments at the Oto Cosmo Laboratory continue for the possible dark−matter search. ‐The GR2000 conference was held on 12-15 June. The numbers of the attendances were  about 150. ‐The SPIN2000 conference will be held on 16-21 October. ‐The LEPS2000 workshop is scheduled on 14-15 October as a pre‐workshop of the  SPIN2000. ‐Details of the budget requests were explained by Y.Nagai.Main items of the requests  to Monbusho are; 1. Returning of two positions; one to Yamagata University and the other to Kyoto University. 2. Support of the operation of LEPS at SPring‐8. 3. The performance upgrade of the present AVF cyclotron. A problem in supporting the travel cost for the SPring-8 experiment was noted and discussed. ‐Calls for positions (End of call): 1. Research Associate for the SPring-8 experiment (the deadline is August 14). 2. Associate professor position for the ring cyclotron experiment (the deadline is September 4). 3. The selection process is being made for a new associate professor. 4. One COE position an one researcher position open due to that Dr.Watabe gets a permanent Position at Kochi-Ika University, and Dr.Yonehara left to University of Michigan as a PostDoc, respectively. Reports from each group in RCNP                . -Accelerator group: S.Ninomiya 1. Activities at RCNP Ring Cyclotron Facility were reported. To get a high quality beam acceleration in the ring cyclotron, the stability of the injected beam from the AVF cyclotron is important. To check the stability of the magnetic field of the AVF cyclotron, a NMR probe was set near the pole of the AVF cyclotron magnet. 2. An installation of a new ECR ion source started. ‐Nuclear Science 1A: H.Hatanaka                Details of the new WS course and its performance were explained. ‐Nuclear Science 1B: M.Fujiwara  Some preliminary results from the recent LEPS experiment at SPring-8 were reported. ‐Nuclear Science 1C: Y.Nagai  Recent activities at the Oto Cosmo Laboratory were shown. ‐Computer: H.Shimizu 1. The next host computer system at RCNP was decided by bid on 29 June. An   IBM Unix system will be introduced as a new host computer. The installation of   the IBM system will start at the end of August. 2. Formal operation of the IBM computer system starts on 1 December Test oper- ation is scheduled to start on 1 November. 3. The committee started discussion on how to give an account to the user in con- nection with the general RCNP user registration. 4. Information on the performance and the operation of the next computer will be announced. DISCUSSION on Research Programs at RCNP ● The general remarks on the present situation of RCNP were reported by Y.Nagai. A booklet of the report of the review committee (Janllary2000) was handed to the PPAC committee members. Discussion points were: 1. Role of RCNP as one of the national user facilities in Monbusho is important for development of advanced sciences, education of young scientists, experience of professional scientific carrier. 2. Scientific projects should be promoted by taking into account a limited number of the RCNP staff members. 3. Discussions on the future projects in the past were shown, and the problems of the projects were pointed out from the viewpoint of cost, site, and engineering development. 4. The Review Committee reports that the activities of RCNP are relatively diverse, and the RCNP theory group should play a leading role in the field of (low energy) nuclear physics. ● Collaborative work between theory groups and experimentalists were discussed. The PPAC will organize a good system to support the scientific activities at RCNP by the mutual effort from both experimental and theory sides. One way to solve this problem is that the PPAC encourages the experimentalist to invite theorists in the COE program. ● There was a request that the support for the ring cyclotron experiment should be specially considered for a small group. ● The PPAC suggested that statistics of education and scientific achievements are necessary for RCNP as the national user facility. Web site of PPAC PPAC discussed to present information on the minutes of the PPAC meeting, and requested that the minutes should be officially displayed in the web site with the help of the official staff of RCNP. SPring-8 activities PPAC discussed the supporting system for the user's experiment at SPring‐8. Documentation for the LEPS experiment should be approved in the RCNP Steering Committee. The schedule is: 1. Middle of August: Draft of the document. 2. Beginning of September: Discussion on the draft, improvements and corrections by PPAC committee members (by e-mail). Making the first draft for the SPring‐8 experiment. 3. Middle of September: Discussion on the first draft at the Steering Committee. 4. 2 November: Final correction and improvement of the draft. 5. Middle of November: Final agreement at the Steering Committee. There were some requests to the call for the experiments at SPring-8. An idea of submitting the "KAKENHI" budgets from the user side was proposed. PPAC members agreed that discussion on a new style of using the national user facilities should be started at the next meetings "Kakudan" and "Kakuri-kon" in Niigata. RCNP workshop RCNP-RIKEN workshop on "Exotics in Hadron Many Body Systems" was proposed by S.Hirenzaki. Its support from RCNP has been approved. The workshop will be scheduled in November 2000. RAIDEN and CARP PPAC discussed how to treat the two spectrometers "Raiden"and "Carp", which were not used for a long time after the construction of the new ring cyclotron. M.Fujiwara, H.Sakaguchi, and K.Hatanaka will study the actual demands for these spectrometers, and will present a conclusion as a sub-committee of PPAC. International collaborations Fujiwara reported that ORSAY-RCNP collaboration for the polarized HD target at SPring-8 is discussed and the travel budgets are submitted to JSPS and Centre National de la Recherche Scientifique (CNRS) in this summer. Next PPAC The next PPAC meeting will be held on 1 November 2000.
