8. Procedures before Leaving Japan

International Students and Scholars must go through many formalities before leaving Japan. The required procedures are listed below for reference.

Accommodation

Things to be checked before you leave your accommodation. The room must be returned back to its original condition when you move out.

University Dormitories

When you decide on a moving out date, you should submit a notification to your dormitory at least one month in advance before you leave you have stayed for a long time.

Ask the front desk of JICA Osaka about the procedures for checking out. You will need to pay your accommodation fee in cash before checking out, return the room to its original condition, and make sure not to leave any large items of garbage in your room.

Private Apartments and Garbage Disposal

In Japan, all trash must be separated according to its category. It will be collected at a certain time of the day and must be placed in a designated area. Otherwise, garbage will not be taken away. It may be no exaggeration to say that keeping this rule is the first step to adjusting to life in Japan. Each city has its own rules on the disposal of household garbage. Please make sure you ask your landlord, neighbors or city office about the rules for your area and follow them. Generally, garbage that you cannot put into the designated bag regardless of whether or not it is burnable or unburnable needs to be collected on a designated date for a fees.

National Health Insurance (NHI)

You must personally bring back your The National Health Insurance certificate to the registered city or ward office or an assigned representative to do so on your behalf, after your departure date has been set. After showing some material that proves your flight information, such as an e-ticket, the office will modify the expiration date on your certificate so that the expiration date is set for the date of your departure. You will need to pay the final premiums of your health insurance in cash, as a bill will be issued on the day you bring their NHI certificates to the office. You do not need to return your certificates to your city or ward office. The premiums are paid monthly, so you cannot be accounted for on a pro-rate basis. For example, if you leave Japan on August 2, you will still need to pay the monthly premium for that whole month.,

Closing a Bank Account

Bank or post office accounts (in Japan) have to be closed at your respective service counters. If you have registered for automatic public utility deductions from your account, you must make sure that all debts are paid before closing. If you are scholarship or salary recipient, you must make sure that the last payment is deposited into your accounts before the account is closed.

  2. Personal seal (inkan, stamp) (if used when opening the account)
  3. Bankbook

Japan Post Banks (Yuucho Bank): 9 am - 4 pm

 Alien Registration Card

The Alien Registration Card should be returned to the immigration officer at the port of departure, e.g. Kansai International Airport, so you should not leave it in their check-in luggage. You do not need to return your Alien Registration Cards to your city or ward office.

Others (Cell Phone, PC provider, Electricity, Gas etc.)

If you subscribed for a cell phone, Internet, electricity, or gas provider, please be sure you cancel your services before you leave Japan. Further, please make sure that the final payment has been made.
