CESR (Certificate of Eligibility for Status of Residence)

Permission to Extend Period of Stay

If you wish to extend your permitted term of residence, you must apply for an extension at the immigration office prior to the expiration date. You are allowed to apply from 2 months prior to the expiration date. Make sure to apply well in advance since the immigration office is very busy, especially in March, April, September and October.

The required documents differ depend on the type of status of residence. Please ask the Support Office for details.

  1. Application for Extension of Period of Stay (application form is available at the Support Office for International Students and Scholars, the Immigration Bureau, or it can be downloaded from the Ministry of Justice's website.)
  2. Student/Enrollment/Employment registration certificates (Issued and obtained from the person's school, faculty or graduate school)
  3. Transcript (Only for students. Issued from student's registered school, faculty or graduate school)
  4. Passport
  5. Alien registration certificate
  6. Fee: 4,000 yen

Permission to Change of Status of Residence

To change the status of residence that you currently have, you must apply for permission at a regional immigration office. Note that not all applications will be approved. The following documents are needed to apply.

  1. Application for Change of Status of Residence (application form is available at the Support Office for International Students and Scholars, the Immigration Bureau, or it can be downloaded from the Ministry of Justice's website.)
  2. Passport
  3. Alien registration certificate
  4. Copy of admissions letter (research student: certificate of research items) or a certificate for the guarantee of future employment (in the case of those intending to work in Japan)
  5. Fee: 4,000 yen
  6. You may need other documents to the Immigration Bureau.

To invite family members to accompany you

To invite family members to accompany you while you are staying in Japan, you should apply to a regional immigration office for certificate to authorize the status of residence. Although the time required for issuing the certification will depend on which country or area you are from and upon your personal circumstances, it usually takes about one month. Send the certification to your family so that they can attach it when they apply for a visa at a Japanese embassy, which will significantly shorten the time before the visa is issued. (It may take 2 to 3 months without the certificate.) The following will be required when applying for certificate.

  1. Application for Certificate of eligibility for Status of Residence (application form is available at the Support Office for International Students and Scholars, the Immigration Bureau, or it can be downloaded from the Ministry of Justice's website.)
  2. Passport, Alien registration certificate
  3. Copy of your family's passport
  4. 2 ID Photos (3 cm × 4 cm)
  5. Copy of certificate that prove the family relationship (copy of birth certificate, marriage etc.)
  6. Document that shows financial back ground, such as a bank statement, or certificate of scholarship.)
  7. Envelop with 420 yen stamp and your address and name on it.
  8. You may need other documents to the Immigration Bureau.

Re-entry Permit

Foreign nationals who wish to go back to their home country or visit some other countries temporarily and re-enter Japan, to continue their residence while maintaining their authorized period of stay, do not have to obtain new a visa from the Japanese embassy or consulate abroad as long as they have obtained re-entry permission before leaving Japan. However, since re-entry permission technically does not amount to permission to land, upon re-entering Japan, the permission holder must undergo a new examination by an immigration inspector at the port of re-entry.

While re-entry permission is, in general, valid only for one-time use, multiple re-entry permission may be given to persons who need to make frequent trips outside of Japan.

The validity period of re-entry permission is limited to within the person's date of expiration specified on their visa, and the maximum term is 3 years (4 years in the case of special permanent resident).

  4. Fee: 3,000 yen for a single-entry permission, 6,000 yen for a multiple-entry permit

Work Permit for Part-time Jobs

Those with “College Student,” “Cultural Activities,” or “Dependent” status written on their visa are not permitted to work or to be compensated in the form of payment. Only those who need to supplement school and living expenses will be able to obtain a work permit, allowing them to work part-time. Those who work without this permit will be subject to punishment or deportation from Japan.

Application for Permission to engage in activities other tan those permitted under the status of residence previously granted (application form is available at the Support Office for International  Students and Scholars, the Immigration Bureau, or it can be downloaded from the Ministry of Justice's website.)

  4. If your status of residence is Ryugaku (College Student) , “Fukushinsho”, a form issued by the University that certifies the approval of your work activities
