MESON collaboration meeting (MESON99)

MESON collaboration meeting was held at RCNP in Osaka on March 8 in 1999.
The participants were

J. Cameron, W.T.H. van Oers, O. Schult, V. Gogohia, Y. Nagai, H. Ejiri, and H. Toki
We state here briefly the idea and the history of MESON in order to remind the
purpose of MESON. International collaborations among medium nuclear particle
laboratories/groups are now getting very important. Actually, it is not realistic
and appropriate for each laboratory to have all kinds of accelerators/beams,
detectors/spectrometers and research groups.

Directors/group leaders of eleven laboratories in the field of the medium energy physics got
together at RCNP Osaka on March 1997 to discuss possible collaboration. We then agreed
to build an international collaboration network MESON (Medium Energy Science Open Network)
in order to
1. Promote international collaboration in medium energy physics
2. More effectively conduct research in medium energy physics
3. Encourage efficient use of research facilities by the international community
4. Facilitate the free exchange of scientific and technical staff and students

MESON 97 was held at RCNP Osaka in May 1997, just after the International Symposium on
Quark Lepton Nuclear Physics at Osaka. There we discussed possible collaborations on
experimental and theoretical research programs and on future plans.

Hence, we felt it a good time to hold MESON 99 on the occasions of the International
Symposium on Nuclear Electron Weak Spectroscopy for Symmetries in Electro Weak
Nuclear-processes, NEWS 99, which was held from March 9 to 12 in Osaka.

The program included is
1. Discussions on research and collaboration programs at individual laboratories (17:00-18:30)
2. Discussions on future plans (18:30-19:00)
3. Dinner and free discussions (19:00-20:00)
4. Free Discussions and Summary (20:00-21:00)

We have heard the present status of each laboratory and group from all the participants.
We could know the recent activities of these places.  Particularly important to note here
is the intimate collaboration of the three institutes in Europe (Uppsala, Groningen, Juelich)
to provide the efficient use of their experimental facilities to Europian nuclear physicists.
We made sure the continuation of the MESON collaboration. We discussed the possibility of
moving the chairman to someone in another institute. We decided to keep H. Ejiri
as the chairman of MESON and selected again H. Toki as the Scientific Secretary.
We decided to hold the next MESON meeting at Adelaide in connection with the
International Symposium on Quark Nuclear Physics (QNP2000).
