SECOND CIRCULAR
The 7th International Workshop on Polarized 3He Beams and Gas Targets and Their
Application (HELION97) will be held in Kobe, Japan from January 20 through 24, 1997.
The (HELION97) workshop venue is the Kobe International Conference Center of the
Kobe Port Island, a modern artificial island inside the Kobe bay area, located close
both to the Osaka (Kansai) International Airport and to the center of Kobe city.
The HELION97 workshop will focus on the recent development and future direction of
studies with the polarized 3He nucleus involving a variety of fields from quark physics
to life science.
1. Scope and topics:
The topics of the HELION97 workshop will cover the following subjects;
1) Technology in polarizing 3He and heavier nuclei
- Production of polarized 3He targets and beams
- Production of polarized heavier nuclei
- New polarization technique
2) Spin structure of nucleon by polarized 3He
3) Symmetry breaking tests with polarized 3He
4) Low and intermediate nuclear physics with polarized 3He
5) Application of polarized 3He to other fields
- Application to quantum physics
- Application to material physics
- Application to fusion problem
- Application to astrophysics
- Application to life science

3. Registration:
If you plan to attend the HELION97 workshop, you are requested to fill in
the Registration form and send it to the workshop secretariat. The deadline is
postponed until 20 December, 1996. The registration fee for the HELION97
workshop is 20,000 Japanese Yen and should be paid at the Registration with
cash (credit cards or travellers checks are not acceptable). The fee covers
the cost of all scientific sessions, the Book of abstracts, the Proceedings,
refreshments during the meeting, a ticket to the Banquet, and a tour to the
SPring-8 and the RCNP, Osaka University.
Graduate students, in particular, are encouraged to join the HELION97
workshop. Their registration fee is reduced to 15,000 Japanese Yen.
4. Call for contributed papers:
Participants are encouraged to submit one-page camera-ready abstracts of
their contributions written in good English. We select oral and poster
presentations from the contributions. We also organize a poster session in easy and relaxed atmosphere.
Please note that the deadline for submission is postponed until
20 November, 1996. Before 1 December, 1996, each one who submitted
contributed paper(s) will be informed whether one's contribution(s) has (have)
been accepted to present in oral or poster sessions.
5. Proceedings:
We plan to publish the proceedings of the HELION97 workshop. All
of the invited talkers, oral and poster presenters should submit manuscripts
with specific lengths. If the submitted manuscripts are accepted by referee(s)
whom we ask, they will be published as a special issue of {\bf the Nuclear
Instruments and Methods} (Elsevier Science publishing Co., the Netherlands).
Since the publisher strictly requests that the total page of the proceedings
should not exceed 270 pages, you are requested to carefully prepare
original manuscripts written with good English avoiding unnecessary
expressions.
The manuscript should be submitted no later than the last day of the
workshop, i.e., 24 January, 1997. Further detailed guide for the
preparation of the manuscripts will be announced in the forthcoming third
circular.

The hotel, Pearl City Kobe, and the lodging house of the RCNP are
available as accommodation. We strongly suggest you to choose the former hotel
because the hotel, Pearl City Kobe is very close to the workshop site
(only 5 min. walk!) and in addition the room charge is a special discount
price for the HELION97 workshop, only 7300 Yen including tax, service
charge and breakfast.
The RCNP lodging house is located, on the other hand, at the northern part
of Osaka which is located about 50 km from the workshop site. Therefore, one
who wishes to stay there must come to the workshop site by train every morning.
It takes approximately 1.5 hours (sometimes more than 2 hours in the morning
rash hour) and a travel expense is more than 500 Yen one way. Lodging cost
is 1,000 Yen per night with no service of breakfast and shower.

7. Visa:
Participants from countries requiring entrance visas to Japan should apply
well in advance to the Japanese Embassy or Consulate in your own countries. The
organizing committee will send participants and accompanying persons an
official invitation letter necessary for via application by fax or regular
mail.
8. Transport:
Transport from the harbor of the Osaka (Kansai) International Airport to
the hotel, Pearl City Kobe is straightforward by taking a K-jet (Jet engine
boat) bound for the harbor of the Kobe Port island.
From the harbor a shuttle bus will take you to the hotel.
Transport from the Osaka (Kansai) International Airport to the RCNP
lodging house is as follows;
1) take a JR-train, "Haruka" bound for Shin-Osaka,
2) change a subway bound for Senri-chuo,
3) take a taxi to the RCNP lodging house.
9. Climate:
The temperature of Kobe ranges between 5-10 C in day time
and 0-5 C at night time during the workshop. It seldom snows in
this season.
